Sovereignty, rule of law, European case law... The Council of State travelled to Luxembourg for three days of exchanges and debates.

From September 29 to October 1, 2025, a delegation from the Council of State travelled to Luxembourg to exchange views with the presidents and members of the Court of Justice of the European Union (CJEU), the Council of State, and the Luxembourg Administrative Court on topics of mutual interest.


On September 29, at the CJEU, the meeting provided an opportunity for the two institutions to discuss current issues including:
•    sovereignty,
•    the preliminary ruling procedure,
•    labour law through the lens of the European Union law.


The following day, Didier-Roland Tabuteau, Vice-President of the Council of State, co-chaired a bilateral seminar with Marc Thewes, President of the Luxembourg Council of State, and Francis Delaporte, President of the Luxembourg Administrative Court. Themes of interest were discussed relating both to the advisory function of the Council of State—exercised in Luxembourg by the Council of State—and its judicial function, exercised by the Luxembourg Administrative Court.


Finally, on October 1, Rémy Schwartz, President of the Section for Studies, Prospective and Cooperation of the French Conseil d’Etat, accompanied by Yves Gounin, Delegate for International Relations, participated in an international study day held to mark the 30th anniversary of the Procola judgment. The event was attended by representatives of the Councils of State of the Netherlands, Greece, and Italy.
