Marc Guillaume has been appointed Vice President of the Conseil d’Etat.
A graduate of the École nationale d’administration (class of “Victor Hugo,” 1991), Marc Guillaume holds a master’s degree in international and European law and is a graduate of the Institut d’études politiques de Paris.
He joined the Conseil d’Etat in 1991, initially serving in the Litigation Section and later in the Interior Section.
He continued his career outside the Conseil d’Etat, notably at the Ministry of Defense, where he served successively as Legal Affairs Delegate (1995–1999) and then Director of Legal Affairs (1999–2002). He subsequently served as Director of Civil Affairs and the Seal at the Ministry of Justice (2002–2007).
He then served as Secretary General of the Constitutional Council (2007–2015), Secretary General of the Government (2015–2020), and then Prefect of the Île-de-France region and Prefect of Paris (2020–2026).
Marc Guillaume is now joining the Conseil d’Etat as Vice President. He succeeds Didier-Roland Tabuteau.
