Bilateral seminar with the Greek Council of State

On Thursday, April 16, and Friday, April 17, 2026, Didier-Roland Tabuteau, Vice President of the Council of State, hosted a delegation from the Greek Council of State* led by its President, Michail Pikramenos, for the third edition of the bilateral seminars between the two institutions

Three roundtable discussions were organized on topics of common interest to both courts. The discussions focused on the following issues: 
•    soft law, 
•    the limits of res judicata in a national decision following a subsequent contrary decision by a European court,
•    does the evaluation of judges threaten their independence? 

*The Greek Council of State performs the same judicial and advisory functions as the French Council of State. It is an active member of the Association of Councils of State and Supreme Administrative Courts of the European Union (ACA Europe), of which it holds the presidency (2025–2027), and of the International Association of Supreme Administrative Courts (IASAJ).
