Bilateral seminar between the French Council of State and the Spanish Supreme Court (Tribunal Supremo)

On Friday 26 June 2026, a delegation from the Council of State, led by its Vice-President, Marc Guillaume, travelled to Madrid for a bilateral seminar with the Supreme Court.

Discussions focused on end-of-life issues, the State’s liability in the event of laws that are unconstitutional or inconsistent, the screening of requests for Supreme Court review, and administrative inaction. Following the seminar, the French delegation was received at the Spanish Council of State.

This seminar follows on from previous bilateral seminars organised, notably, in Paris in July 2024 and in Madrid in July 2021.

The Spanish Supreme Court (Tribunal Supremo) is the highest court of the judiciary. Its Third Chamber specialises in administrative litigation. The Spanish Council of State, whose origins date back to the reign of Charles I in the 16th century, is the highest advisory body to the Spanish government.
