On October 1, 2021, a delegation from the Council of State, led by its vice president Bruno Lasserre, was received at the Council of State of Belgium by its first president, Roger Stevens, for a working seminar on the impact of the Covid-19 health crisis on the activity of both institutions.

This working seminar is part of regular bilateral exchanges with the Council of State of Belgium, following the April 2019 and March 2017 seminars in Paris and Brussels.

There were three round tables on the impact of the Covid-19 health crisis on the activity of both institutions. The first focused on the impact of the crisis on the advisory activity. The speakers then compared the so-called "Corona" jurisprudence of the Belgian and French Councils of State pertaining to fundamental rights and freedoms, including religious freedom. Finally, the last round table addressed the impact of the crisis on internal operations (teleworking, personnel management, psychological dimension, vaccination campaign, etc.) and external operations (publicity of hearings, preventive measures, etc.).

 

 

The missions of the Council of State of Belgium

Created in 1946, the Council of State of Belgium, like the French Council of State, has a dual function of judge and advisor. It can annul or suspend administrative acts if they are contrary to the law in force. It also advises on draft laws, decrees and ordinances.
